I duly received your despatch No. 174, Confidential,

of the 17th of June, requesting my observations on certain

questions respecting the registration and protection by

Before replying to your despatch I thought it would

be advisable to procure from His Majesty's Consular Officers

at those ports where Chinese born in Hongkong would be more

likely to reside in considerable numbers reports, as to the

practice followed by them in regard to the registration

and protection of Chinese claiming to be British Subjects,
